Turning Points' Community Umbrella Agencies (CUAs) are part of a citywide initiative known as Improving Outcomes for Children (IOC).
The IOC Initiative of the Philadelphia Dept. of Human Services (DHS) is based on the premise that positive outcomes are achieved through the use of child protection services that are family-centered, community-based, culturally competent, integrated, timely and accountable for results. DHS has decided that in order to achieve these positive results, particularly safety, permanency and well-being for our children and youth, the child welfare system must promote new practices, service innovations and true collaborative partnerships between public and private agencies and stakeholders in the communities served.
The IOC Initiative aims to decentralize the provision of direct case management services through a network of neighborhood-based CUAs that can demonstrate the capacity and ability to provide child protection and child welfare services that are based within the community.
In implementing the IOC Initiative, DHS identified ten regions in Philadelphia based on police district boundaries. Turning Points manages the CUAs for the Lower Northeast neighborhoods of Philadelphia (15th Police District), and for West/Southwest Philadelphia (12th, 18th, and 77th Police Districts).
